Our core service

An honest estimate.
A stronger recovery plan.

Our planned service provides one documented, independent scope and cost estimate that a household and its recovery team can use to plan repairs and seek support.

01 / DOCUMENT

Independent damage assessment

Site observations, photographs, and measurements create a clear record of disaster related repair needs.

  • On site inspection and photo documentation
  • Component level damage descriptions
  • Consistent scope and documentation standards
02 / ESTIMATE

Free repair estimates

Eligible survivors pay nothing. Estimates are designed around a documented pricing standard adjusted for local conditions.

  • Itemized scope, quantities, and costs
  • Habitability repairs identified first
  • Restoration and mitigation items shown separately
03 / SUPPORT

Useful to the whole recovery team

Clear estimates help case managers, long term recovery groups, and funders understand the repair need.

  • Bid and cost reasonableness review
  • Comparative estimates and change order review
  • Factual documentation for assistance requests

Program development is underway. Service availability and referral arrangements will be confirmed before assignments are accepted. Structural or engineering findings require appropriately licensed professionals.

Our mission

Independent expertise.
Fairer access to recovery.

No survivor should lose a path to recovery because they cannot afford an honest estimate.

DESTRO ER provides a model for free, independent damage assessments and construction cost estimates for low income, uninsured, underinsured, and vulnerable disaster survivors.

We are building this resource alongside the needs of disaster case management programs and long term recovery groups, so household recovery plans rest on an accurate, unbiased scope and cost.

Starting in Georgia. Built for national reach. Our planned pilot focuses on Hurricane Helene recovery in Georgia. Our longer term goal is to support eligible households in federally declared Individual Assistance disaster areas nationwide, as partnerships, staffing, and state requirements are in place.

Our vision: Every household has access to reliable repair documentation, and every recovery dollar goes further.

Our commitments

No bid to win.
No contractor to promote.

DESTRO's purpose is to document the repair need independently. Our model keeps estimating separate from the financial interests of whoever performs the work.

FREE TO SURVIVORS

Access without an estimate fee

No household eligible for our charitable service pays for its DESTRO estimate. Partner funded assignments preserve that same commitment.

CONTRACTOR NEUTRAL

Independent by design

DESTRO does not bid, build, supervise construction, recommend a specific contractor, or accept referral fees. We have no stake in who gets the repair job.

DIGNITY & QUALITY

People first. Consistent standards.

Our program is being designed around documented pricing, quality review, conflict screening, and consent based sharing of survivor information.

Who we aim to serve

For households facing
real recovery barriers.

Our planned program focuses on homeowners with disaster damage to a primary residence in a federally declared Individual Assistance area who cannot reasonably afford a repair estimate.

Final eligibility criteria and service areas will be confirmed with program partners before launch. A referral does not guarantee service or recovery funding.

Priority needs

  • Low income households with limited recovery resources
  • Uninsured or underinsured survivors with unresolved repair needs
  • Older adults and people with disabilities or access and functional needs
  • Households displaced from damaged homes or living in unsafe conditions
  • Survivors facing heirs' property or unclear title barriers

Referrals are intended to come through disaster case managers, long term recovery groups, or community partners. Households seeking help will be guided toward case management as referral arrangements become available.

Designed for case management

One estimate. A shared basis for action.

01 / REFER

Connect the household

A case manager or recovery partner identifies an estimate need, confirms eligibility, and arranges household consent.

02 / ASSESS

Document the damage

An estimator collects site observations, measurements, photographs, and household provided records within the agreed scope.

03 / REVIEW

Build a clear estimate

The repair scope uses localized pricing and quality review, with habitability, restoration, and mitigation needs identified separately.

04 / COORDINATE

Support the recovery plan

With consent, the estimate goes to the case file to support funding discussions, repair planning, and bid comparisons.

For recovery partners & supporters

Fund the estimate.
Help move recovery forward.

A repair plan needs a credible scope and cost. An independent estimate helps recovery teams compare needs, review bids, and make informed funding decisions without asking a vulnerable household to pay for it.

We are seeking pilot referral and funding relationships in Georgia, with a long term vision of readiness for future disasters nationwide.

Ways to collaborate: refer eligible households, sponsor estimating capacity, develop service agreements, contribute professional expertise, or support future case manager training.

Accountability from the start: Our planned measures include households served, referral to estimate time, unmet needs documented, estimate accuracy, survivor fees avoided, and repair outcomes.

Good to know

A few clear answers.

Why does a free, independent estimate matter?

A household may have a serious repair need but lack the money or local access to obtain an estimate. Without a documented scope and cost, planning and funding conversations can stall. DESTRO's model addresses that gap without seeking the construction job.

Will survivors have to pay?

No household eligible for DESTRO's charitable service will pay for a DESTRO estimate. Our funding model uses grants, support, and mission aligned service agreements with recovery organizations. The program is in development; availability and eligibility must be confirmed before launch.

How can a household be referred?

Our planned referral pathway is through a disaster case manager, long term recovery group, or partner agency. Formal intake is not yet open on this website. The inquiry planner below prepares a local summary and does not submit a referral.

Is DESTRO part of FEMA or another government agency?

No. DESTRO is independent. We aim to support recovery teams with factual estimates and documentation. We do not determine FEMA eligibility or guarantee grants, insurance payments, or other assistance.

Does DESTRO negotiate insurance claims or provide legal advice?

No. Our role is factual damage documentation, estimating, and technical review. We do not act as a public adjuster or provide legal advice. Engineering and other regulated evaluations require appropriately licensed professionals.

Is DESTRO an approved 501(c)(3) organization?

IRS recognition has not been confirmed. This website does not represent DESTRO as an approved tax exempt organization, accept donations, or promise tax deductibility.

Is this an emergency response dispatch service?

No. Inquiries are not monitored for emergency response. For an immediate threat to life or safety, call 911.
